For who?
- First Mover Advantage is open to everyone including Singapore Citizens, Permanent Residents, foreigners, Small and Medium Enterprises (SMEs), multi-nationals and foreign businesses.
For what?
- To recognise and encourage the development of innovative business ideas that maximise the use of public assets (e.g. state land, buildings and public parks).
- An “innovative business idea” is an idea that:
- has not been previously suggested before, or
- has been suggested before, but not actively considered by a public agency in the last 12 months
- Examples of innovative business ideas that have been given the First Mover Advantage include:
- advertising on tabletops of hawker centres
- a centre devoted to building sandcastles at East Coast Park
- an environmental hub at Pulau Ubin
How does it work?
- You submit your innovative business idea for consideration by public agencies and the Pro-Enterprise Panel (PEP).
- If your idea qualifies and a public agency agrees to implement the idea, you will get one or both of the following advantages:
- Allocation advantage – the public asset is allocated to you on favourable terms. E.g. You do not have to tender against others to use the asset for a fixed trial period.
- Price advantage – you get to use the public assets at below market rates. E.g. A discount on the rental fee for state land.

- The advantage you enjoy (allocation and/or price) depends on your business idea and the public asset involved.
